Effective ​October 2, 2025, the United States has implemented changes to its de minimis regulations, requiring formal customs documentation for all imports valued under USD 800. This update impacts shipments from China to the US, particularly those shipped via UPS.

Many consignees are currently unable to provide the necessary formal entry documentation, leading to significant operational challenges, including cargo holds, returns to origin, or even destruction. These issues also incur additional costs such as return freight charges, duties, and taxes.

To avoid disruptions and ensure smooth delivery of your shipments, we strongly recommend the following measures:

1. ​Engage a Licensed Customs Broker

Encourage your consignee to work with a professional customs broker to pre-clear shipments before departure from China. This ensures compliance and minimizes the risk of delays or returns.

2. ​Use UPS DDP (Delivered Duty Paid) Service

Opting for UPS DDP shifts responsibility for customs clearance, duties, and taxes to UPS. This streamlined approach reduces the burden on the consignee and mitigates compliance risks.

3. ​Consider DDP Air Freight to a US Airport

For high-value or time-sensitive shipments, consider shipping via DDP air freight to a US airport. A designated agent will handle customs clearance, and the agent can arrange final delivery to the consignee's address using UPS or FedEx.
