Thailand Customs Overhaul: UPS Issues Urgent Alert on Stricter Import Permit Rules for Personal & Non-Commercial Goods

In a significant update for businesses and individual shippers, UPS has released an official notice detailing recent changes to Thailand's customs regulations for imported personal-use and non-commercial items. The new rules, enforced by the Thai Food and Drug Administration (FDA) and the Thai Industrial Standards Institute (TISI), require importers to obtain specific permits before shipping-a move aimed at strengthening regulatory oversight.

Key Changes in Thailand's Import Clearance Process

According to the UPS advisory, the following categories now require import permits even for personal or non-commercial use:

FDA-Regulated Products:
Food, cosmetics, and medical devices must now have an import permit issued through the FDA's online submission system. This applies even to small-quantity, non-commercial imports.

TISI-Regulated Industrial Products:
Non-commercial industrial items-including glass/plastic containers, toys, electrical equipment, sockets, helmets, sanitary products, and more-must obtain a TISI import license through Thailand's National Single Window (NSW) system.

Failure to comply may lead to shipment detention, return, or disposal. If goods are abandoned, shippers could face a formal disposal fee of approximately RMB 2,720.87 (subject to exchange rates), covering penalties, storage, and processing costs.

Essential Tips for Smooth Customs Clearance in Thailand

To avoid delays or penalties, shippers should take note of the following:

Verify Product Category: Confirm whether your goods fall under FDA or TISI oversight before shipping.

Apply Early: Encourage your Thai consignee to apply for permits in advance via the respective online systems.

Use UPS's Assistance Service: If the importer cannot submit the application, UPS Thailand offers a agency submission service. Contact them at UPSTH-LIC@ups.com or 02-728-9042.

Include Accurate Documentation: Ensure all commercial invoices and packing lists clearly describe contents, quantity, and value.

Stay Updated: Regulations can change quickly. Regularly check official sources or consult with UPS for the latest updates.

Why This Matters

Thailand is tightening control over imported goods to improve safety and standards compliance. This affects not only commercial shipments but also personal consignments-a shift that many frequent shippers may find challenging.

UPS encourages customers to inform their Thai recipients about these requirements ahead of time and to use their support services to smooth the process.
